With the error “Element DATAUSERLEVELS is undefined in INSTANCE.” it seems that the error is that your handler is not getting the OCM autowired in to a variable called DATAUSERLEVELS?
Can you try the latest version of ColdBox. There are some threadsafe enhancements for handler creation. There may be a race condition when your server starts up that is keeping your handler from getting autowired properly.
