The XML config is still supported for CB 3.0, but honestly nobody seems to be using it. If I were, I would look into the coldbox.cfc programmatic config.
I realize this doesn’t answer any of your questions, but you’re likely to get better help on list if you’re using the coldbox.cfc config.
