Looks like a bad copy and paste on Luis’s Mac 
Open bin/catalina.bat and replace the $CATALINA_BASE with %CATALINA_BASE%. It has the variable format for a shell script, not a batch script.
I thought it sounded familiar, so I searched JIRA and sure enough there’s already a ticket in for it:
