Bringing this back up.

We see this every time we restart our application. (We use ApplicationStop(), rather than fwreinit)

I expect everyone else sees it after their application times out, and the first users come back to visit the site - occasionally concurrently.

I’ve not tried the latest. I think we’re using the latest release, but I’d have to go back and look.
