No, the server.json does not handle such settings. However, CFConfig is exactly what you need.
install commandbox-cfconfig
cfconfig set nullSupport=true to=.cfconfig.json
server restart
There you go, null support enabled on this and all future starts. Conditions apply. Void where prohibited.
